on behalf ofのほうが、instead of よりもっとフォーマル。

また、on behalf ofは、首相の「ために」「首相から権限を託されて」という意味合いが含まれる。

instead ofは、単に「～の代わりに」ということ。

選択肢(A)～(C)はいずれも＜前置詞＋名詞＋of＞という形をとる。

注意：(D)は、(A)～(C)と同じように”in stead of“って書いちゃダメ！

“in stead of“って書く人がいるが、これは間違い！instead = 代わりに、という一つの単語だから、分けて書かないで。つまり、insteadだけでも十分通じる：

The Chief Cabinet Secretary answered questions from the press instead.
（＝官房長官は、代わりに報道陣の質問に答えた。）

その他の選択肢の意味：

in charge of （＝…の担当で）

I am in charge of the Department.（＝この部署の担当者です。）

in respect of（…に関して）＝concerning = regarding = as regards to
